If you let a property with gas appliances in England, Scotland, or Wales, obtaining an annual gas safety certificate is not optional — it's a legal requirement. Failing to comply can result in unlimited fines, criminal prosecution, and potentially worse consequences if a tenant is harmed. This guide explains everything you need to know.

What Is a Gas Safety Certificate?

A Gas Safety Certificate — formally known as a Landlord Gas Safety Record or CP12 — is a document produced by a Gas Safe registered engineer after inspecting all gas appliances, fittings, and flues in a rental property. It confirms that everything has been checked and is operating safely.

The term "CP12" comes from an older Gas Safe registration form, but the name remains widely used in the industry.

Who Must Have One?

All landlords who let residential properties containing gas appliances must have a valid gas safety certificate. This includes:

  • Private landlords
  • Housing associations
  • Local authorities
  • Letting agents acting on behalf of landlords

If you rent out a property with a gas boiler, gas hob, gas fire, or any other gas appliance, this applies to you.

What Does a Gas Safety Check Cover?

A Gas Safe registered engineer will inspect every gas appliance in the property, including:

**Boilers and central heating systems:**

  • Checking for safe operation
  • Inspecting the heat exchanger, burner, and ignition
  • Checking flue operation and ventilation
  • Testing gas pressure and flow

**Gas hobs and cookers:**

  • Checking all burners ignite and operate safely
  • Inspecting flexible connections for deterioration
  • Checking flame failure devices

**Gas fires and heaters:**

  • Checking for carbon monoxide risk
  • Inspecting flue and ventilation
  • Testing safe operation

**Gas pipework:**

  • Checking for leaks using pressure testing
  • Inspecting visible pipework condition

How Often Is It Required?

Gas safety checks must be carried out at least every 12 months. The check should be done by a Gas Safe registered engineer — checking the Gas Safe Register is important, as anyone can claim to be qualified.

You can carry out the check up to 2 months before the expiry date without losing the remaining time on the certificate. So if your certificate expires on 1st December, you can renew it from 1st October and the new one will still expire the following 1st December (not the date of inspection).

Tenant Rights and Your Obligations

You must:

1. Carry out the annual gas safety check before it expires 2. Give tenants a copy of the gas safety record within 28 days of the check 3. Give new tenants a copy before they move in 4. Keep copies of all records for at least 2 years

Since October 2015, you cannot use a Section 21 'no fault eviction' notice if you haven't provided your tenant with a current gas safety certificate. Courts have also ruled that failure to provide a certificate at the start of a tenancy permanently prevents Section 21 use for that tenancy.

What Happens If an Appliance Fails?

If the engineer finds a potentially dangerous issue (classified as "Immediately Dangerous" or ID), they are obliged to disconnect the appliance and inform you. A fault classified as "At Risk" (AR) must be repaired before the certificate can be issued.

In either case, you need to have the fault repaired by a qualified engineer before the property can be safely let. This is not a situation where it is safe to delay repairs.

Cost of a Gas Safety Certificate

In the Dartford, Kent and South East London area, a standard gas safety check typically costs between £60 and £100 per property. The price can vary depending on:

  • Number of appliances being inspected
  • Accessibility of the property
  • Whether any remedial work is needed

Carbon Monoxide and Smoke Alarms

While not part of the gas safety certificate itself, landlords are also legally required to install:

  • A working smoke alarm on each storey of the property
  • A carbon monoxide (CO) alarm in any room containing a gas appliance (this requirement was extended to all gas appliances in England from 1st October 2022)

CO alarms should be combination alarms that detect both smoke and CO, or dedicated CO detectors. They must be tested at the start of each tenancy.
